Homeless Housing
Today, more New Yorkers are experiencing homelessness than ever before. In a city of more than 8.3 million people, nearly one in every 106 New Yorkers is homeless — that's nearly 80,000 men, women, and children. Every night, nearly 4,000 people sleep on the street, in the subway system, or in other public spaces.

Low and Middle-income families are sleeping in tents, parks, cars, and shelters. Many of the homeless are simply people looking for work to get on their feet. Some are emotionally disenfranchised and some are recently released justice-involved men and women, with nowhere to go.

President Obama's JOB'S Act
Empire First Step was created by utilization of President Obama's JOB'S Act. The First Step Program raises funds from "ACCREDITED INVESTORS", and uses these funds to rehabilitate buildings with new SRO apartments (See: Rendering below). The majority of workers in the program are Empire trainees.

The First Step Program is unique as all rents are guaranteed and paid by the City of New York, FHEPS Program. Click on the link below to read the City of New York Web Site regarding the FHEPS program. https://www1.nyc.gov/site/hra/help/landlords.page.
